Chief Information Officer / Director

Master's degree (M. A.) or equivalent; or ten years related experience; or equivalent combination of education and experience. Proven information technology leadership and management skills.
Minimum of eight years of experience required in the same or related function; two or more years of management responsibility required.
To perform this job successfully, an individual must possess a thorough knowledge of a broad range of information technologies, including academic and administrative computing, telecommunications (voice over IP systems), information management, and information security. Thorough knowledge of emerging trends and issues in information technology. Experience with complex administrative systems is also required.

Has direct and indirect reports. Manages five subordinate supervisors who supervise a total of 14 employees in the Network Services / System Administration; Web Administration; Telephony; Technical Site Coordinator, Verde Valley and Administrative Systems. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Creates and implements college information management strategy by performing the following duties.
Develops and directs information management budgeting, strategic and tactical planning, business process re-engineering, and database system strategy.
Responsible for planning and implementation of all academic and administrative computing systems, data and telecommunications networks, and telephone messaging systems.
Directs the information strategy of the college based on forecasting information from senior management, aligning it with Yavapai College's educational and economic development missions.
Develops and implements a long range strategic plan for multi-campus instructional technology, which coordinates with and serves campus clients. Activities and decisions are highly complex and require significant independent action and judgment that are subject to college-wide policies.
Creates a work environment to foster positive employee relations, efficient and effective deployment of human resources and utilizes professionally sound personnel management techniques.
Identifies user needs and directs building of MIS teams to work across all levels of the organization.
Serves as primary district spokesperson for information management.
Explores new technologies for future planning and potential implementation.
Interfaces with industry on information management and information technology matters.
Demonstrated ability to create and implement a vision for information technology in a higher education environment, including a written plan. Extensive and successful experience in budget supervision to include contract management as well as preparation and review of technology proposals (RFP's & RFQ's) and organizational management.
