William "Bill" Kiel

William “Bill” Kiel has been married for 30 years, has one son who is recently engaged. They enjoy their time with their three German Shepherd dogs.
With over 40 years of experience in civil engineering, Bill became a licensed Civil Engineer in 1984. He holds both a Bachelor of Science and a Master of Science in Civil Engineering, with a specialization in Structures and a minor in Construction. Bill earned his Master’s degree from San Jose State University while working full-time, demonstrating his dedication to both professional and academic excellence.
Throughout his career, Bill has managed highway, building and bridge projects ranging from $4 million to $90 million. His experience spans both the private and public sectors, giving him expertise in project management, budgeting, and negotiations. In the private sector, he developed cost-saving strategies to maximize project value. In the public sector, he worked to ensure efficient use of taxpayer funds.
One of Bill’s notable contributions was implementing changes to software license purchasing for a county government, saving over $180,000 in the first year and generating ongoing annual savings. For this effort, he received a $10,000 “Do It Better by Suggestion” (DIBBS) bonus.
Bill has also been deeply involved in community service and governance. He has served on nonprofit boards for more than 20 years and completed two elected terms on the San Miguel Fire Board. Currently, he serves on the Highland Pines Water District Board. His governance experience has given him a practical understanding of budget challenges, including those faced by educational institutions like Yavapai College, where he is currently enrolled in the Gunsmithing Program.
